idle rpm to high, failed smog test

What can you use to check the idle speed, it is set to high and failed the smog test, everything else passed . I can lower the idle speed with the idle screw but need to read the rpm (my tac does not work on the dash).  I mistakingly changed the idle via the screw when working on the MAF sensor problem.

I can buy a cheap tac from Auto Zone for $30 to read the idle rpm. Does anyone know what wires to hook the tac to ?
